  • Procurement Policy. Provided advice to the Procurement Excellence Team on a variety of procurement and commercial issues including:
     

    • Impact of price and quality  in determining the most economically advantageous tender
       

    • Alternative risk share models including options for an Operating Contract and Forecast Revenue Mechanism, and introduction of a negotiation stage into franchise competitions
       

    • Developed and delivered documentation to provide consistency for evaluator training and process guidance for evaluation
       

  • Procurement Delivery. Procurement and commercial input to deliver statutory obligation for the continuation of services though public operator and direct award to incumbent.

Group Commercial

  • Assurance. Developed and implemented the innovative embedded progressive procurement assurance methodology successfully used by the Department for the £10bn pa. turnover rail franchise and other critical procurements.

    Provided this embedded assurance service on eight rail franchises with no legal challenge to the procurement process or outcome.

    Developed guidelines for the declaration and management of conflicts of interest for the rail franchise programme.

    Role extended to Group Commercial providing programme level assurance for higher value, risk, complexity procurements for the Department and other governmental bodies.

  • Business Case. Managed the development work, drafting and editing, and governance and approvals of the Outline Business Case for this £6.8bn project, a key part of Highways England’s Complex Infrastructure Programme. Retained for management of the production of the Full Business Case.

    Full understanding of government guidance and requirements for business cases for major complex publicly-funded schemes.
     

  • Commercial. Part of the independent commercial team that developed a robust fast track strategy and delivery of an assured tender document pack for OJEU Contract Notice publication in six months for a role critical for programme delivery.

  • Business Case. Developed the Commercial Case element of the Outline Business Case for this £1bn project, a key part of Highways England’s Complex Infrastructure Programme. Scheme is a lead project being delivered through Highways England’s innovative Regional Development Partnership (RDP) framework.

  • Business Case. Developed the procurement strategy to accelerate delivery of the £3.7bn Phase 2A (Birmingham to Crewe) by six years to achieve government objectives to bring forward passenger and wider economic benefits.
     

  • Third-Party Agreements. Developed an innovative fast track procurement route for the programme critical path £120m relocation and enhancement depot works at Old Oak Common to achieve the required schedule.

High Speed One

  • Commercial. Led on contract and commercial management of HS1’s contracts driving for increased operational efficiency (achieved £10m pa. reduction) and asset availability, including the key maintenance contract with Network Rail (CTRL).
     

  • Commercial. Led on the preparation of due diligence documents and management of the procurement process for the successful £3bn sale transaction of the HS1 asset.

  • Commercial. Strategic commercial advisor for entry of JR-East into the UK rail franchising market including obtaining a Passport, joint venturing, and successfully tendering the first franchise.

    • Preparation of the ITT requirements including commercial questions and pricing templates
       

    • Development and governance approval of the commercial evaluation methodology – protocol for making pricing and risk adjustments and use of a Notional Price Calculator
       

    • Review of multi-party Project Agreements under which the main works contracts operate

Helsinki Regional Transport, HSL

  • Commercial. Advisor for Helsinki Regional Transport for the first competitive tender in the Finnish railway industry. New contract in mobilisation has secured €250m cost reduction and improved quality commitments for the 10 years operating an maintenance contract procured under EU Regulation. 1370/2007

  • Commercial. Developed an improved change management toolkit aligned to NEC and internal processes, achieving greater clarity, elimination of duplication, and bringing flexibility and reduced cost.

  • A portfolio of Heathrow’s capital projects (Terminal 2, T1 Prolongation etc) that supported central governance of Change Management required integration into wider delivery teams and was delivered by willingness to evolve and improve by engaging people. This provided opportunities to identify issues early and mitigate and resolve them, work on an early warning and ‘no surprises’ basis, and to reprioritise and change requirements if necessary
     

  • Evidence demonstrated adherence with processes, better cost control the ability to make better-informed decisions. An independent view as to why and how change to process has occurred and the introduction of new risks their potential effects on the portfolio, not just project.

  • Pre-contract commercial management of £640m Bank station scheme using Innovative Contractor Engagement approach yielding a 50% improvement in value for money

     

Developer funded schemes
 
  • Negotiation of agreements for £100m private-sector funding for infrastructure to serve a City of London location, a new football stadium in London, and over station developments (OSDs)
